A federal judge opened the way for a developer to build a dream home on a slice of Boca Raton beach, ending a multi-year court battle with the city. At the same time, U.S. District Judge Rodney Smith heavily criticized Mayor Scott Singer and two council members for being biased against the project as they voted to deny the landowner’s application to build.
