Surcharge risks drop sharply for Citizens Insurance customers next year

    Citizens customers came perilously close to paying a surcharge of up to 15% of their premium this year because the surplus in its largest account, the one covering most homeowners, had been reduced to just $420 million. Now that the company is combining its three accounts as of Jan. 1, Citizens can spend up to $16.7 billion before forcing policyholders to cough up more.
