    The United States and Finland will jointly construct up to four Arctic security cutters—dubbed ASCs—under a recently signed memorandum of understanding aimed at strengthening shipbuilding collaboration and enhancing Arctic defense capabilities.     The U.S. Space Force has introduced a working capital fund for the purchase of satellite communications services and other commercial space offerings, SpaceNews reported Wednesday. Col.     The Senate has confirmed Marc Andersen as the new assistant secretary of the Army for financial management and comptroller.
